Why would Xenon get you high? It’s a Nobel gas and should not have any chemical interaction with your body. Maybe by cutting off your oxygen supply but that isn’t how Nitrous works.
It obviously does something according to the linked study. And it’s been used as an anesthetic before as well for infants. But it’s not commonly known that it gets you high, because it’s so rare/expensive. Don’t take my word for it, studies have been done on it, eg:
