Reverse this for the UK, Australia, Japan, etc
I get you should look left immediately before stepping into the street as that’s where a car will be. But why twice?

pretty sure, you’re supposed to look right as you are crossing. The traffic coming from the left- in right-hand-side-driving places- are the first lanes you cross. so you look left, to see if cars are coming, look right for the same reason, then look left again, because something could have changed and stepping off immediately could be fatal if something has changed.
Then as you come to the middle, look right to check if something has changed there.
